LGUs schooled on RDC, NEDA mandates



ROXAS CITY –Capiz local chief executives led by Governor Tony Del Rosario and government officials underwent a briefing on mandates and functions of the Regional Development Council (RDC) and the National Economic and Development Authority (NEDA) - VI July 19 at the Capiz Provincial Capitol.

The briefing aimed to orient the executives and officials on the processes of the RDC and NEDA in order for them to have a general overview and they would know where they would position themselves once they start requesting for projects benefiting their localities and trying to get project resources, Ro-Ann Bacal, NEDA-VI regional director said.

Discussed during the briefing were planning; project development, investment programming, and budgeting; monitoring and evaluation; and development research as well as the RDC committees concerned.

Open forums were also held to give executives, officials, and their representatives time to ask about things such as the technicalities on how they can make their developmental projects in their locality proceed.

The NEDA national office coordinates the different developmental projects in the regions, Bacal stressed.

Meanwhile, the NEDA-VI serves as the technical secretariat of the RDC; provides technical assistance in formulation and implementation of the regional plan; provides technical assistance in identifying and developing programs and projects; evaluates and reviews proposed programs and projects for consideration by RDC, monitors and assesses project implementation, and coordinates with regional offices and local government units (LGUs) in the region in the performance of their tasks.

The RDC oversees the projects in the regions. It coordinates the preparation, implementation monitoring, and evaluation of short- and long-term regional developmental plans and investment programs, regional physical framework plan, and special development plans; formulates policy recommendations; reviews, prioritizes and endorses to the national government the annual and multi-year investment programs of regional line agencies for funding and implementation; reviews and endorses projects of national government agencies and LGUs; initiates and coordinates the development, funding, and implementation of regional and special development projects such as those involving several agencies or LGUs; and coordinates monitoring evaluation of development projects undertaken by government agencies, LGUs, state colleges and universities, government-owned and controlled corporations, and special development authorities in the region.
